The Bill (REg.№5046) submitted by the Cabinet of Ministers of Ukraine suggests addition of the economic activity types that are subjected to the licensing, by the activity regarding services allotment on actions committed voluntarily actions by debtors-natural persons regarding implementation of the obligations that are overdue by them (collector activity).
During the discussion the People´s Deputies declared that the bill does not contain any peculiarities of licensing conditions for such type of economic activity.
Moreover, it was stressed during the sitting, that implementation of the licensing activity may lead to the monopolization of the market and increase of the collectors services cost. According to the members of the Committee for the legislative regulation of this market, a separate Law should be adopted.
